The 2025 Life Code Review was led by Peter Kell. Peter was chosen as the single, expert reviewer, and brought the strong regulatory and customer expertise required in assessing the Life Code’s effectiveness.
Independent reviewer
Peter Kell brings more than two decades of leadership in financial regulation and consumer policy. He has served as Deputy Chair of both the Australian Securities and Investments Commission (ASIC) and the Australian Competition and Consumer Commission (ACCC), where he led major consumer protection reforms and was responsible for financial services conduct regulation, enforcement, and policy development.
Peter was also CEO of CHOICE, where he championed the rights of consumers, overseeing industry-wide reviews and strengthening accountability across the financial sector. He is currently the Chair of the Financial Counselling Industry Fund.

Consultation approach
The Life Code review was informed by the views of Australian customers, insurers, consumer advocates, regulators and the wider community.
The consultation process was designed to support open and transparent conversations that reflect a diversity of perspectives to help ensure that the Life Code remains relevant, practical and meets community expectations. The consultation paper to help guide submissions was made available on this website on 17 October. Stakeholders had eight weeks to send in submissions. An interim report was published on this website on 10 April and submissions to this report were accepted until on 8 May 2026.
The final Life Code review report was published on this website on 30 June 2026. CALI is committed to a transparent and inclusive consultation process and will carefully consider all recommendations in this report to improve the Life Code for the benefit of millions of Australians and the broader industry.
